CS John Mbadi Revokes Appointments of 2 Govt Officials After 2 Years

Treasury Cabinet Secretary John Mbadi revoked the appointment of two board members of the Kenya Deposits Insurance Corporation(KDIC) less than 2 years after their appointment.

In a Gazette notice published on Friday, November 28, Mbadi revoked the appointment of James Agembe Akali to the board membership of KDIC just 21 months after he was appointed to the position by the then Treasury CS Njunguna Ndung’u in 2023.

Additionally, Mbadi also revoked the appointment of Melissa Ngania to the same board who was also appointed at the same time.

Mbadi at the same time appointed Paul Orem and Anne Kamais Lokidor to the same positions.

”In exercise of the powers conferred by section 7 (1) (d) of the Kenya Deposit Insurance Act, 2012, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for the National Treasury and Economic Planning appoints— Paul Orem, Anne Kamais Lokidor, to be a member of the Board of Directors of the Kenya Deposit Insurance Corporation, with effect from November 29, 2024. The appointments of James Agembe Akali and Melissa Ngania are revoked,” read part of the notice by Mbadi.

However, in a quick turn of events, Ngania and Agembe were handed fresh state appointments in the same Gazette notice.

This is after Cooperatives CS Wycliffe Oparanya and Mbadi rewarded them with fresh key appointments to government agencies.

In the first appointment, Oparanya, appointed Ngania to be a board member of the Financial Inclusion Fund (the parent agency managing the Hustler fund) for 14 months. 

Oparanya appointed Ngania while revoking the appointment of Lawrence Kibet Chelimo who had been serving on the board.

”In exercise of powers conferred by section 10 (1) (e) of the Public Finance Management (Financial Inclusion Fund) Regulations on Advisory Board, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSME) Development appoints— Melissa Ngania to be a member of the Board of the Financial Inclusion Fund, with effect from November 29, 2024 up to January 19, 2026. The appointment of Lawrence Kibet Chelimo is revoked,” read the notice from Oparanya.

In the second appointment, Mbadi selected Agembe to serve as a board member for Nairobi International Financial Centre for 14 months.  

”In exercise of powers conferred by section 8 (1) (e) of the Nairobi International Financial Centre Act, the Cabinet Secretary for the National Treasury and Economic Planning, appoints— James Agembe Akali to be a member of the Board of Directors of the Nairobi International Financial Centre Authority, with effect from November 29, 2024, up to January 19, 2026.

The appointments come in the wake of recent government reorganizations following the composition of the broad-based government by President William Ruto in July 2024.
