While Homan has said that the incoming administration will still give priority for arrest to unauthorized immigrants with criminal records, he has emphasized that no one in the country illegally will be exempted from immigration enforcement. Homan has said that if ICE agents find unauthorized immigrants who are not criminals during an operation, they can be arrested in what is known as a “collateral arrest.”
